The goal of this action is to develop the human rights community and independent civil society groups in Azerbaijan by enhancing the capacity of local human rights lawyers, defenders, young lawyers, and students in the use of international human rights law. The specific objectives include:
Building the capacities of local human rights defenders, NGO lawyers, and law students on international human rights mechanisms, institutions, and principles, and introducing new teaching curriculum and methodology.
Integrating human rights education into higher education by organizing pilot seminars in academic institutions to foster academic discussions on human rights law. Additionally, the project will promote civil and political rights, such as freedom of expression, association, assembly, election rights, access to courts, and the right to legal representation, with a particular focus on the European Convention on Human Rights and the International Covenant on Civil and Political Rights.
Building capacity of Azerbaijan National Platform of the Eastern Partnership Civil Society Forum
The project objective was the building the capacity of the Azerbaijan National Platform of the Eastern Partnership Civil Society Forum (EaP CSF) is to strengthen its effectiveness in promoting dialogue and cooperation between civil society organizations and stakeholders in Azerbaijan. This is achieved through activities such as training and workshops to enhance members' skills in advocacy, policy analysis, and communication.
Additionally, assistance is provided in strategic planning and organizational development to outline goals and facilitate effective governance. Networking and partnerships are fostered to enable knowledge exchange, sharing of best practices, and collaboration on joint initiatives. Project funded by the Dutch Embassy in Azerbaijan, in 2017.
Enhancing civil society’s role in addressing hybrid threats
This project aims to develop a refined policy review on hybrid warfare and disinformation propaganda, leading to the creation of more effective policies and a pilot early warning mechanism for addressing hybrid war risks. It also involves mapping hybrid threats in Azerbaijan using a Romanian methodology.
Activities include developing the policy review, creating a methodology for an Early Warning Mechanism, preparing a report on hybrid threats, and advocating and piloting the Early Warning Mechanism through conferences and information sessions.
Project funded by the Blask Sea Trust for Regional Cooperation, and the European Commission in 2021.
Strengthening Social Rights of Internally Displaced Persons
The aim of the project is to improve IDPs’ access to justice (especially with regards to housing, land, and property rights) and thereby strengthen their social and economic rights as a whole. In concrete terms, local actors, in particular human rights lawyers, NGOs and IDP organisations, will be trained to support the rights of IDPs.
Their rights will also be strengthened through awareness raising within civil society, through the development of concrete policy recommendations by experts and through regional exchange with experts from neighbouring countries. This will improve the situation of IDPs in all regions of Azerbaijan – but especially in the rural areas particularly affected by the conflict. In addition, the focus is also on access to information and legal aid for IDPs with special needs.

Strengthening Children’s Rights through Capacity Building
The project contributes to the implementation of children’s rights in Azerbaijan. Especially the improvement of the situation of vulnerable children in need of protection is in the focus of the project.
The main aim is to raise awareness, actively promote dialogue between different stakeholders and ultimately develop policy recommendations to better enforce and protect children’s rights. One goal is to contribute to the establishment of a child protection index.
